YES YOU CAN BECAUSE IT EVENS OUT YOUR MAKE UP INSTEAD OF A BIG BLOP OF MAKE UP. BUT BE CAFE FUL HOW MUCH YOU USE AND MAKE YOU SURE IT IS PUT VENLY ON ALL YOUR FACE AND ALSO NECK. ANOTHER TIP IS MATCHING YOUR SKIN COLOR WITH THE MAKE UP COLOR.

If the foundation is oil free then no, oil free is lasting thus not needing a translucent powder.
Anytime you wear a liquid foundation, you have to set it with some kind of powder. If you already have something at home, use that, but if you don't you might as well get the matching powder from Revlon. I can't say whether or not it's good, as I haven't tried it. :)
